A contractor is a person or a company that seeks to do business by obtaining contracts and carrying them out. Being a contractor is similar to being a business owner – you negotiate your deals, work for yourself, have your clientele and are rewarded on your own merits.

Real estate development, or property development, is a business process, encompassing activities that range from the renovation and re-lease of existing buildings to the purchase of raw land and the sale of developed land or parcels to others. ... Sometimes property developers will only undertake part of the process.

Developers develop and builders build. That is, a developer takes raw land, obtains the necessary permits, creates building lots, and puts in the sewers, the water and electric lines, the streets and curbs. Then the builder comes in and erects the house. A builder also can be a developer.

Business Development Director
Port of Bellingham
1801 Roeder Avenue
Bellingham, WA 98225
July 10, 2013
Please accept this letter as my sincere interest in working with The Port of Bellingham to purchase
Parcel 1 and 2 as specified in The Initial Development Opportunity and RFP Package solicited by
The Port of Bellingham on Wednesday, May 15th, 2013. Given the success of the rapidly expanding
Bellingham International Airport as well as the vision and goals set forth for the redevelopment of
the waterfront and presented by both The Port and City of Bellingham, now is the time to deliver a
dramatic and diverse development that will provide a unique and widely recognized waterfront
experience all while protecting and enhancing environmental, historic and cultural resources along
the waterfront.
This project is long overdue and I could not be more excited about my vision for an upscale, stylish,
grand hotel where form and function come together and meet the needs of today’s business and
leisure travelers while mixing first class amenities. Bellingham is a 90 minute drive north from Seattle
and a 25 minute drive south from the US/Canadian border along Interstate-5, which connects the
Canadian province of British Columbia to Washington, Oregon, California and Mexico. One of the
largest economic drivers is Bellingham’s close proximity to Canada where cross-border trade
provides a significant portion of Bellingham’s economic base. I intend to capitalize on this by
incorporating both Class A office buildings with mixed use for more of an urban feel.
Again, I would like to express my sincere interest and excitement to provide you with this
qualification packet and would very much like to be the master developer of choice for parcels 1 and
2 of this one of a kind, irreplaceable real estate on beautiful Bellingham Bay.
Thank you for your time and consideration.
Sincerely,
David Ebenal

Ebenal Construction

In 1993, in the basement of their Bellingham home, David Ebenal and his wife Bonnie re-established the business originally started by David Ebenal’s father in the mid-1970s. Since then, family-owned Ebenal General has become a leading public and private contractor, with a focus on quality construction and historical preservation.
Ebenal Special Projects Inc. and Ebenal Homebuilders, LLC have completed many high-profile public and private projects, including the Squalicum Harbor Coast Guard Station, the Whatcom Museum for History & Art, the restored Waldron Building, Bellingham International Airport and numerous other commercial, residential, educational, mixed-use and non-profit properties. The Ebenal Group’s completed projects total between $40 and $70 million each year and the group is licensed and bonded up to $40 million.
Since its reincorporation, the Ebenal Group has expanded to include a full-service team of designer/builders, estimators, project managers, superintendents and field crew. The company consistently completes projects on time and within budget, with an attention to detail and period accuracy that has garnered accolades from architectural groups, historical societies as well as from satisfied clients and tenants throughout greater Whatcom County.
